What are the Handicraft and Tourism CITEs?
These are Centers of Technological Innovation, whose primary target is, increase the competitiveness of the handicraft production in the external, internal and tourism markets. With that purpose they work together with the artisans, their associations and enterprises in that field.
To achieve this objective, the CITEs use diverse instruments and tools that allow innovation and transference of technology, which are shown in the improvement of the product, the increase of quality and new designs.
In its action they emphasize the integral qualification that includes technical courses for the productive improvement, the improvement of the enterprise organization, the knowledge of marketing techniques and international trade, among others.
These actions allow the CITEs expand and diversify the exportable offer of handicraft products that have an effective demand in the various markets, which extends to the artisans promoting their participation in trade fairs and business networks. Thus, CITEs act as effective articulators of supply and demand for handicraft products and give the possibility to achieve higher revenues that raise their level of welfare as a result of their own work and not handouts.
What is the Handicraft and Tourism CITEs Network?
The Handicraft and Tourism CITEs Network is integrated by the Handicraft and Tourism CITEs that are under the scope of MINCETUR. This network has the objective to strengthen CITEs for the transference and technological innovation. Facilitating each CITE the fulfillment of its mission, objectives, terms and goals in a rational and opportune form; serving and supporting the associated or independent artisans, in order to increase its productivity and become competitive, in the internal and external market; contributing to the increase of jobs and reduction of poverty in its scope of action.
Therefore the Network of Handicrafts and Tourism CITEs facilitates the direction, financial support and technical attendance, among others, allowing to make coordinations, control and expansion of the system and optimizing the use of resources, mainly in the innovation, transference and technological development.

The Network systematizes the CITEs and interrelates them with all the elements involved in the innovation and technological transference in favor of the development of the Handicraft and Tourism Sector; locating each one in its suitable position, facilitating the direction and optimizing the economic and social results in a short time; thus each CITE fulfills its mission, objectives and goals in rational and opportune form.
The Network has been designed to be flexible in the incorporation of private and state CITEs, the creation of new CITEs in the Regions that do not have one, until covering all the national territory; and the change or innovation of production lines; according to the regional reality.
In Peru, the Centers of Technological Innovation, were created in the former Ministry of Industry, Tourism, Integration and International Negotiations, (Ministerio de Industria Turismo, Integración y Negociaciones Internacionales ¡VMITINCI-). By the time the State restructured itself, in july 2002, is created MINCETUR, that becomes the competent organization for the promotion, constitution, classification and other aspects that concern the Centers of Technological Innovation ¡V CITEs (Handicraft and Tourism), either public or private. Equally corresponds to MINCETUR the promotion and consolidation of the Network of CITEs of Sectorial Technological Innovation.
