The Department of Trade and Industry (DTI) constantly evaluates the competitive edge of enterprises to formulate strategies that can enhance their contribution to growth.
Under the National Small and Medium Enterprise (SME) Development Agenda, the DTI and its attached agencies are committed not only to provide programs that hone the creative workers' talent, but also assist them in product development, technology, financing, and marketing to encourage and sustain entrepreneurial activities in the long-term. These institutions likewise forge partnerships with groups to preserve cultural skills and knowledge passed on for generations. |

The Product Development and Design Center of the Philippines (PDDCP)
shares its expertise in industrial design to improve the quality of
Philippine products. It services the needs of entrepreneurial
groups and associations in the areas of product design,
packaging design, and design and technical information.
Financing is facilitated through the endorsement of qualified
enterprises to the SME Unified Lending Opportunities for
National Growth (SULONG), DTI's lending program
designed to meet the funding requirements of SMEs.
The Center for International Trade Expositions and Missions
(CITEM) is an organization mandated to market the Philippines
as a reliable source of high-quality products and services through
enterprise development, merchandise and technical consultancy programs,
trade fairs, special exhibits, in-store promotions, trade missions, and other
promotional activities here and abroad. |

Similar enterprises are encouraged to cluster together to gain recognition as a group and improve their competitiveness. They are likewise advised to seek their own niche and offer an integrated range of services, from conceptualization, manufacturing, to delivery.
Finally, the Government recognizes that an important part of the country's effort to nurture the creative industry is the effective enforcement of an Intellectual Property (IP) Rights system. A national IP system stimulates creative endeavors, improves on existing technology, attracts both foreign and local investments, ensures the market's access to cutting-edge innovations, and secures the exclusive rights of citizens to their creations. |
